ESO arbetar med industrin för att förverkliga project och för att bygga instrument och teleskop, inklusive ELT, världens största teleskop, som är planerat att bli en verklighet inom den kommande åren.
Samarbetet mellan ESO och industrin syftar till att uppnå de bästa möjliga resultaten samtidigt som det bibehåller överkomliga kostnader. För att välja de mest lämpliga leverantörerna för att genomföra ESO:s project, har upphandlingsregler, förordningar och relevanta regleringar tagits fram och följs på principerna av offentlig upphandling, icke-diskriminering, öppenhet, ansvarsskyldighet, rättvisa, ekonomi och effektivitet.
ESO:s finansiella bestämmelser är också en del av ramverket och de fastställer att upphandlingen ska vara konkurrenskraftigt när det är möjligt och genomföras inom ESO:s medlemsstater. Endast i undantagsfall skickas anbud, prisförfrågningar och preliminära förfrågningar till företag som är baserade utanför ESO:s medlemsstater.
De potentiella deltagarna i konkurrensprocessen väljs ofta utifrån ESO:s leverantörsdatabas, de anställdas kunskap samt information som tillhandahålls av industriella sambandsmän, men baseras också på det intresse som de själva visar mot ESO.
I slutet av proceduren tilldelas ett kontrakt till anbudsgivaren som har de lägsta priserna och som samtidigt uppfyller tekniska och operativa krav.
Samarbete med vetenskapliga institut
Ibland, särskilt när ett projekt har en stor vetenskaplig räckvidd, söker ESO samarbete med andra vetenskapliga institut inom medlemsstaterna (endast undantagsvis utanför medlemsstaterna). Med vetenskapliga institut menar vi forskningsinstitut, universitet, observatorier, etc., i princip offentliga icke-vinstdrivande organisationer. Vad som är speciellt med denna typ av samarbete är att det samarbetsvilliga institutet (eller konsortium av institutioner) inte får någon finansiell ersättning från ESO i utbyte mot deras deltagande.
Dock så beviljas ett sådant institut en viss observationstid med ESO:s instrument och hur lång tid är proportionell till den ansträngning som utförs. Dessa projekt innebär ofta inköp av hårdvara och kostnaderna kan antingen betalas av ESO eller delas med institutet.
Valet av ett samarbetsvilligt institut görs typiskt genom en inbjudan att lämna in ett förslag (som ofta föregås av en begäran om idéer) som fördelas mellan de institut som anses sannolika att vara intresserade av samt kan utföra de begärda uppgifterna.
Dessa institut väljs oftast av anställda från ESO baserat på deras egna erfarenheter och synpunkter från rådets vetenskapliga delegater.
Dock börjar processen med att man på ESO:s webbplats publicerar en förfrågan om idéer och efterlysning av förslag (som innehåller en kort beskrivning av omfattningen av arbetet), i syfte att ge alla berörda institut möjligheten att kontakta ESO för att begära att få ingå i den relevanta distributionslistan så att de kan delta i urvalet av förslag.
